Position Paper: UNRWA Closure as Prelude to the Elimination of Palestinians’ Right of Return

Israel began to incite against UNRWA at the start of the current war on Gaza, using a number of methods to disrupt the agency’s work. This campaign included accusations that UNRWA’s education system promotes anti-Israel sentiment and incites violence. The attack reached a peak in late October 2023, with the Knesset’s enactment of two laws aimed at terminating UNRWA’s operations in areas falling under Israeli sovereignty, including East Jerusalem.

This position paper examines Israel’s decision to obstruct UNRWA’s work and argues that, beyond its stated goals, Israel’s actions are driven by political objectives. By escalating its campaign of incitement, enacting anti-UNRWA laws, and blocking communications with it, Israel seeks not only to permanently dismantle the agency, but also to abolish the right of return for Palestinians and erase the Palestinian refugee issue as a whole. Through these actions, Israel intends to resolve the Palestinian question on its own terms, impose a new reality unilaterally, and normalize the occupation.
