As part of its Palestine Papers series, Mada al-Carmel – The Arab Center for Applied Social Research has published a new paper titled “The Entrenchment and Expansion of Political Persecution against Palestinians in Israel,” co-authored by Raimonda Mansour, a lecturer and conflict resolution advisor, and Dr. Mtanes Shihadeh, Director of Mada al Carmel’s Israel Studies Program.
The paper opens with the observation that Israel has actively suppressed Palestinian political expression within the Green Line through arbitrary arrests and the systematic blocking of protests and demonstrations amid its escalating genocidal war on Gaza and the West Bank that broke out October 7, 2023.
This paper builds upon previous analyses of Israel’s racist policies and practices of silencing, repression, and political persecution targeting Palestinians inside the Green Line during the period from April 2024 to May 2025. It finds that governmental policies toward Palestinian citizens have intensified over the past year, and that Israel has expanded them by introducing new measures and mechanisms of repression.
The paper concludes that there is a clear danger these measures will become entrenched and permanent, particularly given the prevailing sense of fear and complacency within Arab society in the face of ongoing intimidation. Rising racism and escalating efforts to silence dissent underscore how readily the mechanisms and mentality of military rule can be revived, and how consistently Palestinians are treated as outsiders and enemies of the state.
