New Paper | Speaking Out in the Absence of Justice: A Reading of the Palestinian Feminist Response within the 1948 Territories to Cases of Sexual Harassment Involving Public Figures (September 2026)

The Gender Studies Program at Mada al-Carmel has published a new paper titled “Speaking Out in the Absence of Justice: A Reading of the Palestinian Feminist Response within the 1948 Territories to Cases of Sexual Harassment Involving Public Figures,” authored by Meisa Irshied and Areen Hawari.

This paper, also published in Arabic, traces and documents the feminist debate that followed the publication of testimonies by Palestinians as part of Assiwar’s campaign, a Haifa-based Palestinian feminist organization that works to combat gender-based violence generally and sexual assault against women in particular. It seeks to understand the campaign, its trajectory, and the debates, disagreements, and repercussions it generated, with the aim of strengthening constructive feminist dialogue on sexual harassment and assault within Palestinian society —particularly when the person accused or suspected of harassment is a public figure— and on how such violence should be addressed.

More specifically, it seeks to contribute to the discussion of approaches to achieving justice for survivors and for society at large. It also engages with questions that continue to preoccupy feminists and the feminist movement five years after the campaign began.
